Weighting Methodology
Raw scores were calculated for each state for each indicator. In the
composite analyses, the indicators were weighted so that closely correlated
ones wouldn't bias the results. In addition, to measure the magnitude
of differences between states and not just their ranks, in each indicator,
scores were based on the standard deviation of each from the mean score
of all of the states.
