The Authors

Robert D. Atkinson is the director of the Progressive Policy Institute’s Technology & New Economy Project. Previously, he served as executive director of the Rhode Island Economic Policy Council, and as a project director and senior analyst at the former Congressional Office of Technology Assessment (OTA). While at OTA, he directed The Technological Reshaping of Metropolitan America, a report examining the impact of the information technology revolution on America’s urban areas. Dr. Atkinson holds a Ph.D. in city and regional planning from the University of North Carolina at Chapel Hill.

Randolph H. Court is the technology policy analyst at the Progressive Policy Institute. He is a former business reporter for Wired News in San Francisco, where he covered the computer and telecommunications industries, and Silicon Valley. He has also worked as a researcher and freelance writer for the Red Herring, a San Francisco magazine covering the business of technology, and as a general assignment reporter for the San Diego Daily Transcript, a business and legal paper. He holds a master’s degree in journalism from the University of California at Berkeley.

Joseph M. Ward is the research assistant for the Progressive Policy Institute’s Technology, Innovation & New Economy Project. In that capacity, he has co-authored several reports on technology and the New Economy, conducted statistical analysis, and provided editorial oversight. Before joining PPI, he worked on telecommunications and technology-related law issues as a legal assistant at a Washington, DC, law firm. Mr. Ward is a graduate of Georgetown University.
